В соответствии с российским законодательством, затраты, осуществляемые главным образом за счет себестоимости продукции (работ, услуг), включают в себя затраты на оплату труда работников, занятых разработкой и внедрением технологических инноваций, отчисления на социальные нужды, а также другие расходы, не относящиеся к капитальным затратам, такие как затраты на приобретение сырья, материалов, оборудования и пр., необходимых для обеспечения инновационной деятельности, выполняемой организацией в течение года (Постановление Госкомстата РФ от 05.02.2001 N 9 «Об утверждении статистического инструментария за инновационной деятельностью предприятий (организаций) на 2001 г.»).
